Make the connection
Open the Docking Panel and select the mooring point on the vessel you want to use. The documented interaction is a panel click rather than a manually aimed rope throw. Check which shore point is closest before adjusting the attached line.

Use the mouse wheel to change length. The dropdown selects the line type and its associated properties. Watch the force reading as you adjust: creating a connection does not by itself guarantee a safe mooring arrangement.
